The police's attempt to capture Chow Hung is thwarted by a clever diversion, leading to the successful kidnapping of four of Hong Kong's most prominent business tycoons, including Lam To. The hunt for Chow Hung intensifies, but Ho Ho-fai and the police always seem to be one step behind. Just as they locate Chow Hung's hideout, they find it deserted. The investigation reveals that Ma Keung's resignation was a ruse; he had been secretly bought off by Chan Yung. Chan Yung himself has vanished after taking Chow Sai-ho for a test drive. Desperate for a lead, Ho Ho-fai questions a staff member who remembers Chan Yung's obsession with online football betting and, crucially, his username. The police immediately begin monitoring the account.

Meanwhile, a desperate Mrs. Chow approaches Lam To for a staggering one-billion-dollar loan. Lam To, shrewdly guessing she is in deep trouble and remembering a past kindness from her husband, Chow Sai-ho, agrees to lend her the money. Unbeknownst to them, Chow Sai-ho is being held captive, chained and sadistically degraded by Chow Hung. At the same time, Chow Hung's men are already planning their next move: kidnapping Lam To's partner, Mr. Leung, by ambushing his car on a one-way street he uses to get home.

Ho Ho-fai correctly anticipates that with the stock market plan foiled, the mastermind Anna will pivot to a new strategy: a series of kidnappings, with Mr. Leung as the next likely target. The police set a trap, lying in wait for the ambush. When the kidnappers spring their trap on Mr. Leung's car, they are swarmed by Ho Ho-fai's team and swiftly arrested. However, this was merely a diversion. While the police were occupied, Chow Hung successfully kidnaps Lam To and his other business partners.

The news that four of Hong Kong's top tycoons have been abducted sends shockwaves through the city. The kidnappers fuel the panic by sending photos of the bound hostages to the press. During an emergency police press conference, Mrs. Chow makes a public appeal, promising to give up all her family's assets in exchange for her husband's safe return. To raise the money, she decides to sell Chow Sai-ho's entire stake in the company Choi Tung to their competitor, Chi Fu, who agrees to the risky deal. Elsewhere, Chung Lan-kwun, burning with a desire for revenge for her family, begins secretly tailing Ho Ho-fai, hoping he will lead her to Chow Hung.

In captivity, Chow Hung tries to force Lam To to sell his stocks, but Lam To defiantly informs him that he has a standing order that all his directives become void if he is ever in peril. Enraged, Chow Hung torments Lam To, knowing he has a heart condition, and triggers a heart attack. While the other three terrified tycoons agree to sell their shares, Chow Hung makes a horrifying example of one of them, severing his arm and sending the video out as a warning.

As social unrest grows, Ho Ho-fai's team sets a new trap for Chan Yung through the betting website, hoping to trace his location when he places a bet. Chan Yung nearly takes the bait but is discovered and brutally beaten by Chow Hung before he can complete the transaction.

The kidnappers then target Lam Wai-yin's residence. After seeing Shiu Tsz-chun leave, they pump anesthetic gas through the air conditioning, knocking out the police guards. As they move in to grab Lam Wai-yin, they walk straight into another trap. Shiu Tsz-chun and a hidden police team emerge, capturing the entire crew. This "luring the snake from its hole" strategy was devised by Ho Ho-ming, who had noticed a new surveillance camera and a suspicious vehicle nearby. The victory is short-lived, as Chow Hung sends a new video. In it, he brutally abuses Lam To in front of the camera for Ho Ho-ming and Lam Wai-yin to see, ending with a chilling demand: Shiu Tsz-chun must come to him, alone.
