Episode Summary

Lu Weide is killed in a suspicious car accident, clearing the way for Qin Yu to become President. Han Lie blackmails Qin Yu by threatening his son in prison, forcing him to grant medical parole to Han Kuilong. This act makes Qin Yu look corrupt. In court, Qi Changrong betrays the Old District elders by using a forged deed, revealing his secret alliance with Han Lie and Councilman Huang. Facing public outrage, Qin Yu gives Tang Xuan a clue about an old fire, which leads her to a description of a suspect with a unique worm-like scar.

A Sudden, Convenient Death

Councilman Huang wants to meet with Lu Weide. He has a simple goal. He needs Lu Weide's support for the Old District development project. Lu Weide, however, isn't interested. He lies and says he is too busy. He just became President and wants to keep the job. He doesn't want to get involved. This answer apparently signs his death warrant. That very night, Lu Weide dies in a car accident.

A Promotion Nobody Wants

Qin Yu Gets the News

Qin Yu gets out of the hospital. Han Lie immediately rushes over with some documents. He wants Qin Yu to sign off on medical parole for his father, Han Kuilong. Qin Yu tells him anyone with the potential to be President can sign it. This is how Han Lie realizes Qin Yu doesn't know. Lu Weide is dead.

When Qin Yu learns the news, he rushes to the court. Councilman Huang is already there. He congratulates Qin Yu on his future promotion. Then he brings up the Old District development plan. The whole thing feels like a setup.

The Threat Against Yiwei

A riot suddenly breaks out in the prison. Qin Yu tries to get inside but is blocked by guards. Councilman Huang, however, uses his influence to see the warden. He tells the warden that Qin Yu is about to become the new President. Then he asks if he can see Qin Yu's son, Qin Yiwei.

The warden hears about Qin Yu's promotion and agrees instantly. At Huang's suggestion, he even moves Qin Yiwei to a four-person cell. This is not a good thing. Yiwei's new cellmates are Han Lie's men. They tell him their boss wants them to "take care" of him. They say it's so his father, Qin Yu, won't have to worry. The threat is crystal clear.

The President's First Case

The Old District Showdown

Qin Yu thinks it over. He agrees to become the new President. On his very first day, he has to preside over the Old District development case. The people from Han Cheng argue that development will lower the high crime rate. They say it will improve everyone's quality of life. But Qi Changrong and the elders are completely against it. Both sides refuse to back down. Qin Yu has no choice but to call for a recess.

Qin Yu's Hand Is Forced

Han Lie shows up at Qin Yu's house again. He is still pushing for his father's medical parole. Qin Yu tells him to go through the proper channels. Han Lie then drops the act. He mentions that his father is now in a single cell. He also says his "little brothers" are taking good care of Qin Yiwei. Qin Yu understands immediately. His son is being threatened.

He weighs his options and gives in. He approves Han Kuilong's medical parole. When Tang Xuan learns about this, she gets her job back. She is determined to investigate what just happened.

The Betrayal Gets Complicated

The Fake Deed

Things get very messy from here. Qin Yu has a secret meeting with Councilman Huang's assistant in a coffee shop. He tells the assistant there is a piece of evidence in the police property room. This evidence could help them win the Old District case.

At the same time, Qi Changrong is having a celebration with the other elders. He gets them all drunk. Then he searches their rooms for something specific.

Back in court, Han Cheng's lawyer produces new evidence. He claims the Old District's land deed is a fake. One of the elders is so shocked that he swears on his life the deed is real. He gets too emotional and collapses. We learn that Qi Changrong was the one who tampered with the deed. He is secretly working with Han Lie. Later, he celebrates with Han Lie and Councilman Huang.

Everyone Is Playing Everyone

The elders are at home, completely confused. They keep looking at the deed. It looks real. They can't understand how it could be a fake.

After dismissing Qi Changrong and Han Lie, Councilman Huang goes to another room. He thanks someone named Da Gama for helping him get the key evidence. It seems Huang is playing his own game.

After they leave, Qi Changrong tells Han Lie he will handle Qin Yu's fate. Han Lie agrees, as he also wants revenge for his brother. Councilman Huang's assistant overhears their entire plan. He reports it back to his boss. Huang seems unconcerned. He thinks the public's anger needs an outlet. As long as Qin Yu isn't killed, it's fine. Qin Yu is still useful to him.

A Clue from the Past

That night, someone from the Old District throws a brick through Qin Yu's window. The words "Corrupt Official" are written on it. Tang Xuan arrives at the scene. She has little sympathy for him. She thinks he brought this on himself.

Qin Yu tells her that things are not as simple as they look. He decides to give her a clue. He says it's to repay her for saving him in the parking lot. He tells her to look into the old greenhouse fire case. A key piece of evidence, witness statement A5, went missing.

Hu Jian gets access to the old files. He finds the A5 statement. It contains a critical piece of information. A witness saw a tall man at the scene of the fire. The man had a distinctive scar on his right shoulder. It looked like a worm.
